BHA is governed by a five-member board of commissioners, including a resident commissioner.  The commissioners are appointed by the mayor and approved by the City Council for a staggered five-year term. The board of commissioners hold a regular meeting every month at the Parkview Manor property.  

The board of commissioners is the policy making body of the housing authority. Commissioners pass resolutions and policies for the governance of the housing authority.  The Executive Director is hired by the commissioners as the chief executive officer to manage the day-to-day housing program and execute policies adopted by the commissioners.  The Executive Director and the U.S. Department of Housing and Urban Development (HUD) inform commissioners about current policies, regulations, and when changes in policies need to be made.
